Capital Area Transit System Announces New CEO

March 12, 2024 – Capital Area Transit System (CATS) is pleased to announce the appointment of Theo Richards as its new Chief Executive Officer. The decision comes after an extensive search process led by a dedicated search committee consisting of CATS board members and esteemed members of the community.

Theo Richards demonstrated exceptional leadership during his tenure, earning support from the board for his vision and proven track record. With over 13 years of experience, his commitment to improving transit services aligns perfectly with CATS' mission.

“The plan he presented us with was impressive, consisting with a forward-thinking plan that not only addresses our current challenges but also shows a clear path for future success," said Johnathan Hill, Chair of the CATS CEO Search Committee.
